Does the bug still appear with the newest kernel? If yes, please add the whole
output of dmesg (just attach /var/log/dmesg to the bug).
Just for safety, check that CONCURRENCY is not set to shell in /etc/init.d/rc
to make sure it's not a duplicate of bug #149881.

Thank you for reporting this bug. Please post any messages you get at
boot time to get some clue what is breaking the kernel. If you don't see
any boot messages, edit /boot/grub/menu.lst and remove quiet and
splash options from the newest kernel.

I get similar problem after the update to kernel 2.6.24-15
I get Internal Error: failed to initalize HAL and unsurpisingly a lot
of stuff doesn't work.
Reverted back to 2.6.24-14
