Ubuntu 7.10 kernel is 2.6.22-14

I am working with a Dell Inspiron 6400.
Machine off. Insert usb memory stick.
after the starting ubuntu screen comes up, with about 1/4th of the progress 
meter full, the USB key light starts flashing and flashes for approximately 3 
minutes.
If I check the text screen while this is happening, I see an error message like 
this every few seconds:

I/O error, dev sdb, sector 0

the sector can be something else, it usually climbs upwards.

Looking at /var/log/messages after the fact shows entries that look like
this:

usb 5-: reset high speed USB device using ehci_hcd and address 2
usb 5-: reset high speed USB device using ehci_hcd and address 2
usb 5-: reset high speed USB device using ehci_hcd and address 2
usb 5-: reset high speed USB device using ehci_hcd and address 2
usb 5-: reset high speed USB device using ehci_hcd and address 2
usb 5-: reset high speed USB device using ehci_hcd and address 2
sd 3.0.0.0: [sdb] Result: hostbyte=DID_ERROR driverbyte=DRIVER_OK,SUGGEST_OK
end request: I/O error, dev sdb, sector 0

After three minutes, the machine continues to boot, but the USB stick is
not found and mounted.

Pulling it out and putting it back in results in it being recognized and
mounted.

Rebooting with it plugged in works properly too.  This problem ONLY
occurs with a cold boot.

I have an IBM T42 laptop.  this problem does not occur on it.  It is
running the same kernel version.
