This seems to be a hardware issue. I am getting my laptop fixed under
warranty... if it doesn't/can't et fixed I will open this back up again.

After some closer examination. The blink only starts at 50 percent or
less. And the brightness is at full otherwise. Even at 55 percent it's
full brightness.
