I've confirmed that this works properly on 8.10 with my blackberry and
the 4.x stack.

Is this an HP laptop? I remember seeing this problem i.e. no icon in
panel, on my Dad's laptop sometime back. Not sure if the reason was
same. But it went away with latest updates.
