次の方法でも回避できることを確認しました。
[システム]-[設定]-[キーボード]のレイアウトの[追加]で、「レイアウト：日本」の
キーボードを追加し、既存のキーボードレイアウトを削除してください。
xorg.confを修正する必要はありません。
