Security updates should be delta updates. If the update is too large,
some people might not download and install it. Feature updates are not
that important.

Work on delta debs was being done in
https://wiki.debian.org/Teams/Dpkg/Spec/DeltaDebs amongst other places,
but it kind of stopped a bit. Deltas are getting harder and harder to
justify with increasing speeds and less and less data caps, but it's
certainly something I'm interested in developing.
Oh, also building the deltas (which is fairly expensive), and which
deltas to build are important points to consider.

This problem is even more serious now that Ubuntu is pushing paid apps
like games through the Software Store. Downloading a 4 GB game for a
simple bug fix is not pleasant.
