The i18n package it's already in the recommends list of claws-mail which
is the strongest dependency that can be set for this package according
Debian Policy, see chapter 7.2 [0] for a detailed explanation of what
these fields mean.

I think this should be asked in Debian's BTS (http://bugs.debian.org),
because this is where Claws Mail packages come from.
