We've added docs on the website for upgrading and our release notes now
also include upgrade instructions. Most of the people who visit
www.ubuntu.com aren't using Ubuntu so I feel for now this is good
enough. We'll revisit this when we revamp navigation as one of our
forthcoming projects.

The upgrade instructions on the Ubuntu website,
http://www.ubuntu.com/getubuntu/upgrading , should be updated to mention
that you should running Ubuntu when you insert the alternate CD to
perform an upgrade.
