Binary package hint: gdm

I am using Ubuntu Hardy (German language!!- it is important) and since
the upgrade I am having problems changing gdm-themes from time to time.

When I delete my gdm.conf-custom it does not get created again. Now with
"dpkg -L gdm" it shows, that the gdm.conf-custom file is included in the
gdm-package, but when I do --reinstall oder "dpkg-reconfigure -phigh",
it does not get created. I copied gdm.conf to gdm.conf-custom, but this
way it works for a while and then falls back to the fallback screen.

Possible Reason:

Today I saw, that when I edit gdm.conf-custom, for example if gdm should
use 24-clock (auto, yes, no),

what the gui does is, that instead writing the englisch words, it puts
the translated german ones. So for the 24h-option I get (automatisch,
ja, nein)

Use24Clock=ja  #This should be either auto, yes, no

So I believe, that this could have sth to do with my theme-fallback.
I don't know, what other specific information to give, but if you give me an 
advise, I'll upload it.
