Thanks for the advise. I do know what u said of skype close source package.
I just hope I could get some suggested solution to have a try. I also posted
the problem on skype forum but nobody replied.
I knew ekiga could work with skype service however u need to pay for that.
Is this the only way to

Skype is non-free software and can't be debugged or fixed by anyone but
the Skype developers. Also, Skype isn't packaged in Ubuntu. As such, I'm
marking this bug invalid.
However, you might want to try using Eikiga's video chat and see if the
same bug manifests.
