It was already reported and fixed. The bugfix will not be backported for
KDE 4.0.x, so we'll see the fix in KDE 4.1/Intrepid Ibex.

I can confirm this. o_O
Steps to reproduce:
-Rotate an icon plasmoid
-Grab the icon on the icon itself, not the applet handles.
-Move around, watch icon go crazy.
Workaround:
-Make sure you grab the icon by the transparent applet handles.
I will file this bug upstream shortly.
