I think this may actually be a gnome-control-center bug since it doesn't
occur with xrandr, but I'll leave it filed here for now until it can be
analyzed more thoroughly.

What Brice said describes my problem perfectly:
"I can change my resolution up or down as many times as I like using the xrandr
command line tool via something like:
xrandr --output VGA --mode 1024x768
However, if I use the Screen Resolution applet to do the same thing, on
hitting Apply the scre
oh and forgot to say that the monitor in my case is not connected to a
KVM switch, it's directly connected to my monitor.
