Public bug reported:

A recent update, or something, caused /bin/bash to be removed from
/etc/shells. As a result, the login window face browser and also the
fast user switch applet are empty (actually, the latter shows the
current user).

Workaround is simple:
sudo add-shell /bin/bash

I have no idea which update caused this, or even if it was an update. So
I can't tell you which package is responsible.
