IMHO this IS a bug report. Why shouldn't it be?
Same problem here:
Starting Firefox,
clicking Datei -> Importieren, Firefox says "Einstellungen und Daten
importieren: Es konnte kein Programm gefunden werden, das Lesezeichen-,
Chronik- oder Passwortdaten enthält". All you can click is "Abbrechen"
