What's the output of 'apt-cache policy libgtk2.0-0 libgtk2.0-dev' in
your system?
2.12.9-3ubuntu2 is from hardy and 2.12.9-3ubuntu3 from hardy-updates
Do you have hardy-updates enabled? If not, does enabling it make a difference?
(you can enable it at software-properties-gtk)

still happen if you switch to a different mirror and try to upgrade from
update-manager?
