I can reproduce the bug in Intrepid, with a clean, new profile.
If I open the "Download" window, or view source of a page, and then exit the
navigation window, Firefox warns me if I'm closing multiple tabs, but does not
asks me if I want to save them.
I think it would be the expected behavior if
