Use the contact user feature on the owner of the PPA's profile to email
them directly. This issue has been fixed in Ubuntu it's self, and
unfortunately unless the PPA owner sets up their own bug tracking
project in LP there is no way to connect an Ubuntu bug with a specific
PPA.

Same issue for me on mumble-server 1.1.7 from the PPA. Is there a way to
move this issue over to somewhere that project will see it?

In my case, it complained about the following problem:
2008-08-04 07:47:55.498 Initializing settings from /etc/mumble-server.ini
2008-08-04 07:47:55.498 Database driver QSQLITE not available
Installing libqt4-sql-sqlite fixes it.
