According to the Debian bug report, this bug seems to have been fixed
and the fix already synced to Ubuntu. I'm closing this bug for now.

upstream version that uses utf-8 is requested in bug 327658.

I can confirm this. Because of this bug, Xclip is next to useless when
trying to copy text in languages which use non-ASCII characters.
