Binary package hint: blueproximity
When I launch blueproximity, I get the following error (usually when I
attempt to scan)

Pairing and sending files works fine. Browsing devices works too.
However, blueproximity, and bluepad (a third-party deb from
sourceforge) all say they can't find bluetooth devices.
