Installing from PPA solved this problem for me in Karmic. I used this
package:
https://launchpad.net/~asselsm/+archive/ppa/+files/kflickr_20090726-1~ppa1~karmic_i386.deb.

Same problem here on karmic. Unfortunately, adding the PPA and
reinstalling KFlickr did not resolve this issue.

A new upsteam release is now available for use with KDE4. Debs are
currently available for Ubuntu Intrepid i386 and amd64. Development is
ongoing with full functionality expected around the new year.

it's dependency issue (kdebase-kio-plugins), But it can't be solved under
interpid, cause ubuntu switched to kde4 and doesn't have kdebase-kio-plugins
