Public bug reported:

Binary package hint: linux-image-2.6.24-17-server

When the kernel can't find it's root device, it doesn't give any
indication for it.

What happens:
1. Boot kernel with wrong root= device
2. Kernel loading appears on console
3. After none or a few kernel messages, nothing happens.

Expected behaviour:
4. 'Kernel panic - root device not found' appears on console.

** Affects: linux (Ubuntu)
     Importance: Undecided
         Status: New
