This bug needs to be reassigned in terms of what package it effects. I
tried printing in epiphany, and once again, it completely ignores any
and all attempts to set it to reverse print. This bug is not just a
firefox thing. But again, I don't know where it is.

No, that command did nothing. I have determined that changing the
output order, either through the command line or the printing utility,
does nothing.
However, regardless of what the printing utility output order is set to,
setting the reverse option in the application printing dialogs of
OpenOff
Does it work after setting outputorder=reverse as a default CUPS server option
for your printer with this command:
$ lpadmin -p printername -o outputorder-default=reverse
You don't need to select reverse output order in the printing dialog then.

Well, it turns out that reverse printing does work for Adobe Acrobat PDF
reader, so it may not be for every application. However, I can confirm
that reverse printing does not work for Firefox 3 beta 5 or Firefox 3 RC
1.
