I was just bitten by this, it's still an issue :-(.
Even though I didn't have tcptraceroute installed, there was a man page
for it and a symlink to the broken shell script as described above.
The broken shell script belongs to traceroute, what's it doing in there?

Just to clarify in case it's not obvious, tcptraceroute (the proper one)
was installed under Gutsy, so during upgrade it decided not to install
it and switch to the /usr/bin/traceroute.db model.
