Problem solved here.
I did a sudo polkit-gnome-authorization and noticed some permissions
were changed (actually revoked) during system upgrade from 8.10 to 9.04.
This avoid frequency scale configuration as stated in bug #337780 and
also avoided USB auto mounts as stated in bug #368959.
Same here.
After upgrade from 8.10 all unlock buttons are disabled and some
actions like auto mount complain about permissions.

i have the same problem with intrepid server. i install a basic gnome
enviroment, and the dialog boxes related to gnome-system-tools have the
unlock button disable, so i have no way to access the parameters of
services or user and groups manager.
any one can help me?
