That doesn't look like an LTSP-specific issue, it should probably be filed
against the specific video driver (or graphics toolkit) in use.

I work with ubuntu 9.04 on a laptop and using citrix 11.0 and displaying
a Win2003 system and I do also have this problem - though not always.
with different citrix versions in the last years, I have seen different
problems with the keyboard, cut and paste and the one you filed here.
