Thanks for reporting this feature request! Unfortunately, at this time
Kubuntu does not have the developer manpower needed to implement and
maintain many features at the Kubuntu level. This wish would best be
reported and tracked at https://bugs.kde.org, so that it can be
implemented by the
Confirming with Digikam 0.10.0 beta 8. This should be reported upstream
as a wishlist item.

Oliver, F5 only rebuilds the thumbnails for the current view. This is
not useful for large albums. It is also not useful for albums containing
sub-albums.
By the way, I think there should be an option to have digiKam give the
thumbnailing process for rebuilding all thumbnails a low nice-value like
