From 2.6.24-27.68 change log I noticed that this bug was fixed with
kernel 2.6.24-27.65. See bug #487010

In other words IPv6 netfilter modules are now available at least with
the i686 -virtual kernel.

I don't know if this is fixed in the latest development release, but
users of Hardy LTS are affected, so I think this is a valid bug.
