This is invalid for Intrepid now it is released, so I'm closing it.
Incidentally, did Apport ever get enabled by default during the Intrepid
cycle? I can't remember

Confirmed. Apport version 0.110 shipping with Intrepid is disabled by
default

Marking this bug as Triaged and setting Importance to Low since it is for
development release and should be able to be worked around as follows:
change
enabled=0
to
enabled=1
in /etc/default/apport then restarting the apport process:
sudo /etc/init.d/apport restart
You may also see the Ubuntu
It seems that Apport was never even enabled in the first place, so
enabling it through /etc/default/apport allowed Apport to start
functioning again, but isn't Apport supposed to be enabled in
development releases by default?
