there are new drivers for some time now, but not the -71 or -96 versions
because they don't work with xserver 1.5.

Thanks for taking the time and reporting this problem and making Ubuntu
better.
You raise two different issues. In order to allow stability the kernel
will not be updated to 2.6.26 in hardy. This might happen in intrepid
though.
Secondly, there is a new restricted package containing newer nvidia
