I think you're right - this is a bit confusing. I would expect the icon
to disappear after locking the packages too, so I'll confirm this.
Steps to reproduce:
-Lock all upgradeable packages in Synaptic
What do you expect to happen?
-Update notifier icon should disappear from the notification area
You're right. I checked for updates and the icon disappeared.
This is just a little confusing though, shouldn't it disappear after you
click on it once and it can't present any updates?
Anyway, close if you'd like.

I can't confirm this. Since you locked the packages, have you right-
clicked on the Update Manager icon and clicked on 'Check for updates'?
Once I do this, the icon disappears when all the 'upgradeable' packages
are locked
