Public bug reported: Affects Ubuntu 8.04:
After removing the annoying notification area from the GNOME panel, it will pop up as a very small window (complete with the X window manager controls) in random places on the desk top. Close the window, and it'll pop up again. Extremely annoying. This wasn't the case in earlier versions of Ubuntu. The problem is, this little window doesn't even provide any useful information-- it's just there. Oh, did I mention it's annoying?
