intrepid now ships 0.6.4.
I assume the patches have been integrated, but I'm not sure how to
verify that. The webinterface does not seem helpful to check this.
can someone please confirm that the 2 mentioned patches are integrated
into 0.6.4 properly?

The patches are in upstream hostap git. You can pull them from there.
The patch name listed in that linked mail matches exactly the patch
name from hostap git. They were applied after wpa_supplicant 0.6.3 was
released.

I would have attached them had I known where to find them. I assumed
the person describing these patches was using some well-known Linux
hacker terminology to refer to them, and you-all would know what he
meant. I think to get the actual patches, we'll have to ask that person

the link you are referencing does not include the patches. I cannot
easily tell if the patches are already applied in the intrepid version
or not.
