yes I agree that php-ssh2 is buggy and a lot of it's functionality does
not work properly. But it is possible to work around these issues. I
don't see how the bugs in ssh2 affect the ability to create a package
for it.
I do use php-ssh2 extensively with the php-cli on MS Windows.

I second the motion to add php5-ssh2
It opens the doors to so many powerful types of PHP apps. For instance,
one can write a complete server management tool, connect thru
ssh2_connect() in PHP locally OR remotely.
I am in the process now of writing PHP driven server management tools
