Public bug reported:

  Hello,

  I would like the user "orus" to be the owner of "/dev/mapper/vg-vxp" (a LVM
partition with dm-raid).
  I add a udev rule :

NAME=="mapper/vg-vxp",OWNER="orus"

  Then I execute :

sudo /etc/init.d/udev restart

All is fine! But when I reboot my computer, this rules seems to be
ignored, and root is the owner of /dev/mapper/vg-vxp

** Affects: udev (Ubuntu)
     Importance: Undecided
         Status: New
