Thank you for taking the time to report this bug and help to improve
Ubuntu.

That's correct, this does not use the "classic" debconf method for
modifying files, which is implemented by ucf.  I've tried to avoid
pulling ucf into the transitively essential set of packages as part of
this change; and I don't believe the traditional set of "how to handle
the config file" options are meaningful here - in particular, every
update of a pam module package is a potential source of new merge
conflicts, so every update would cause the user to be prompted again,
which I don't think is what we want.

So I presently consider this a bug that wont be fixed, though I'm
willing to be persuaded that the diff functionality is important to
users and needs to be supported.
