Please read my former comment - this was fixed in 1.10.1-2 which is a
later version than the one in karmic, so an upgrade to lucid (latest
Ubuntu release) will fix this for you. I think this issue is too minor
to warrant the efforts needed to update the package in karmic.

I installed pgadmin3 1.10.0, rev. 7945:7946 on Karmic 9.10 using apt-
get. The 2 menu item locations (one in System Tools and one in
Programming) caused me to investigate if I had 2 pgAdmin instances.
System Tools seems an odd place for a DB app. MySQL installed flawlessly
(at least superficially)
I wonder, is this really proper? pgadmin3 should have always appeared
in the Programming menu (through the Development category in the desktop
file), it was just _additionally_ also in the System Tools menu entry.

A paper cut is something that most people using Ubuntu encounter daily.
This does not affect the default Ubuntu experience, and would not
benefit a significant percentage of users, so it is not a paper cut.
