This bug does not exist in Lucid probably got fixed in Karmic. Marking

Son, what version are you using?
on intrepid version 2.23.90 :
if you are logged into empathy, and then disconnect from the internet, and
reconnect (such as by dechecking enable wireless in netowrk manager, waiting
and rechecking, ...or by reselecting the same network, causing a reconnect)

right there's no automatic reconnection, marking this as wishlist.
