Although this problem hits II alpha4, it is no longer issue in my fully
upgraded II.

Sorry.
Can't say for sure. I decided to reinstall my system, because I felt,
that when none else is reporting my bug, that it is PEBKAC or error
which was caused by upgrade.
However, you can try to boot alpha4 install. When you set your name
and password, you also cannot use cursor keys.

I must confirm this bug also in II alpha4 installed in qemu (Debian Sid
as Host).
When setting user settings before start of installation process, I
couldn't use these keys on absolutelly different system.
