I tried to reproduce this in 9.04 beta by the following steps:
1. Set SystemPreferencesAppearanceVisual Effects to None
2. Open SystemPreferencesKeyboardLayouts
3. Added the Sweden/Sweden layout
4. Set Sweden to the default layout
5. Open gedit and confirm the keyboard
