They are not disabled at all.
The repos are enabled but you need to do sudo apt-get update. Starting
Add/Remove will prompt you for a reload as to I believe will Synaptic.
The issue here is the fact that the repos aren't on the cd which are the
only repos enabled until you refresh them. This wa
They ARE disabled. You can confirm that by looking at
/etc/atp/sources.list or by going to the software sources dialog. So an
apt-get update won't do a thing about that.

Using a Live CD image dated 20080917.1 - I can confirm that universe is
commented when running the Live CD, while multi-verse is not in the
/etc/apt/sources.list file at all. If someone could find out what was
in /etc/apt/sources.list on a Hardy Live CD that would be helpful.
