The latest packages in intrepid will allow you to turn it off if your laptop
implements a kill switch interface:

Not sure if bluez stack can do anything about it, but bluez-gnome is
certainly not the application for this bug. By the way, did you try
disabling bluetooth service from System -> Administration -> Services ?

turning off bluetooth services in Administration only kills the
bluetooth daemon, the radio is still running, powertop indicates that
the usb port connected to the bluetooth card is at 100% utilization and
I cant get usb to suspend properly.
