I am using lusid and I still don't seem to have a way to set the URL i would
like to go to when clicking the icon.
Preferably for vhosted mail I would like a way to select my own URL to go to
when I click.

This option is in the latest release of mail-notification. As this is a
feature request, it will not be "fixed" for hardy.
