gegl and babl was included into Baltix 2008 repositories, so, I can
include GIMP 2.6.x if someone still uses Ubuntu 8.04 based distributions

Offcourse, but I think with the new version of the GIMP, this is the
case. I was referring to this quote that is on the ubuntu.com website.
GIMP 2.6 is definitely the latest and greatest version.
We issue a new desktop and server release every six months.
I've been testing the 2.5 releases forever. It's extremely stable, I
like it very much, and I'd LOVE to see it in intrepid.

Both gegl and babl are in the repositories in intrepid, with the version
numbers you specified. One problem might be that they are in universe
while gimp is in main, so these two would need to be promoted to main as
well.
