This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

I had the same problem.
I always thought that the following line from lsusb would be my bluetooth device
Bus 003 Device 002: ID 0a5c:4500 Broadcom Corp. BCM2046B1 USB 2.0 Hub (part of
BCM2046 Bluetooth)
but in reality the following line
Bus 003 Device 003: ID 413c:8126 Dell Computer Corp. Wireles
Is there a workaround for this that doesn't need a windows partition?

Get a Dell Latitude D530 with an Intel Corporation PRO/Wireless 3945ABG

Can confirm this. I have fought 1 entire day with this problem trying
also solution on Ubuntu forums and launchpad bugs to not having to boot
to Windows. I finally boot to Windows, activate the bluetooth and it
works

the documentation says: Enable radio transmission from MiniPCI Wireless
or Bluetooth module.

I can confirm this bug. (latitude E6400)
When I disable BT from windows, both the BIOS and the dellWirelessCtl think
that it is enabled and working.

I was thinking about this some more. Can you try this from Ubuntu:
To turn it on:
sudo dellWirelessCtl --sw_bt 1 --bt 1
To turn if off:
sudo dellWirelessCtl --sw_bt 1 --bt 0
If that works, I think I might know what's going on...
