I have reasons to believe (NFS mounts are broken as well : #285013) that
this is not the same bug as you are seeing and any your bug should be
fixed in gutsy so I have de-duplicated those two bugs.
Let me know if the above informations let you solve your issue.

Hi Frank,
It started working again yesterday in Intrepid. The relevant (I think)
updates are one or more of the following :
sysv-rc_2.86.ds1-59ubuntu12_all.deb
sysvinit-utils_2.86.ds1-59ubuntu12_amd64.deb
Or more likely :
initscripts_2.86.ds1-59ubuntu12_amd64.deb
My guess is that it is broken
I'm not sure if this bug is a duplicate of

reporter of that bug states the following:
Before updating to intrepid my fstab entry :
This obviously could mean an update of a release before Gutsy, but I I'm
simply not sure.
