Public bug reported:

The system beep in Intrepid no longer works.  Scrolling “past” the
beginning of a buffer in Emacs, typing an invalid key combination,
prompting for tab completion in the shell, and several other instances
where the system would give you a nice beep no longer function.  It does
not matter if X is running by default.  This is on a stock Intrepid
install, fully updated as of 2008-Oct-04 12:53 -0400.

Insmod'ing the PC Speaker ALSA driver of course does not fix the issue.
It would also appear that the pcspkr driver which handles beeping has
gone away.
