It would be great if ubuntu could stop turning this feature on by
default, especially since there is no way to disable it without messing
with xinput or synclient. Accidentally touching the upper right corner
pastes text and closes tabs. This is really annoying!

It is quite intentional that it isn't in xorg.conf - almost everything
is autodetected fine now.
As for the option to turn this off... you can turn if off manually using
xinput (see https://wiki.ubuntu.com/X/Config, Input Configuration
section) - the first two elements of "Synaptics Tap Action" ar
