I'm sorry not being able to help you further on this case since I don't know
how you've installed your previous version and what is wrong with it.
It's not an advisable way to remove a package but this thread may help you

The version of bandwidthd you're using is not the one provided by an
official repository and we can not support or fix this bug.
However you can try to purge the package with "sudo dpkg --purge
bandwidthd" then reinstall the version provided with 8.04.1 with "sudo
apt-
