the feature is disabled by a line in the file /etc/default/kernel-helper-rc
it was not considered stable by the ubuntu developers and was therefore
disabled (but not removed)
anyone wishing to enable it again can simply edit this file

After looking at grub logfile I found that the setting to enable/disable
this feature is located in /etc/defaults/kernel-helper-rc (I'm writing
it from memory).
After commenting a line there, it comes back and appears to work as
before.
Now the question is, what was the reason to disable it?

If I want to create something like that by hand, which files &
directories I should copy to make sure it's operational?
The reason why I want to do it is that recent kernel updates are just
incremental updates to the same kernel. I personall experienced a
problem when latest update broke the WiFi
So this is not a bug. The feature itself has been removed?
Any plans for re introducing it?

I also have the same problem.
I first installed kubuntu 8.19 beta on a partition. After that I deleted my
other partitions and merged them with my kubuntu partition. That screwed my
grub and I had to grub-install from my live cd. After that there is no last
good boot and As mentioned in the bug
