Updating the packaging seems like a lose here and VCS is the way to go.

As far as I found out, you can only download jhbuild from cvs.
$ cvs -d :pserver:anonym...@anoncvs.gnome.org:/cvs/gnome login

Thanks for the feedback. I changed the title as you requested. I
don't have the link anymore, but I did find some documentation which
suggested the 'upgrade' tag is appropriate for package version upgrades.
